London‑level outcomes (LLOs) are statements that describe the broad outcomes the Mayor of London is aiming to achieve for the benefit of the city and its residents. They are not targets or guarantees, but statements of intent that help frame what success looks like for London.
Each chapter in this report is structured around one or more London‑level outcome. The indicators included show how the city is performing against each outcome, where progress has been made, and where challenges remain.
